In the name of God, the Most Gracious, the Most Merciful.

The Quran addresses fishing directly. Not as an afterthought or a derived ruling โ but explicitly, in the context of pilgrimage and food. This is one of the clearest rulings in Islamic jurisprudence, and yet many Muslims feel uncertain about it. Let us settle it.
The Quick Answer
Fishing is halal. Catching and eating fish is explicitly permitted in the Quran, fish do not require Islamic slaughter (dhabihah), and there is a broad scholarly consensus that the sea's produce is among the clearest of Allah's halal provisions. The only caveats concern specific practices within fishing โ not fishing itself.

"Lawful to you is the game from the sea and its food as provision for you and the travelers." โ (Surah Al-Ma'idah, 5:96)
The word sayd (game/hunt) in this verse explicitly covers the act of catching fish. It is not just the eating that is halal โ it is the catching itself.
What the Quran and Sunnah Say
The Quranic permission is expansive. "Sea game and its food" covers not just fish but all sea creatures. The Prophet ๏ทบ further clarified the unique status of sea creatures:
"Two dead animals are made lawful for us: fish and locusts." โ (Sunan Ibn Majah 3218)
The ruling on "dead" here refers to animals that did not require proper slaughter. For land animals, an animal that dies without dhabihah is considered maytah (carrion) and haram. But for fish, even fish that die in the water or are caught already dead are halal โ because their death in water is equivalent to their natural end in their element.
The Companions also ate fish that the ocean had cast onto shore, and the Prophet ๏ทบ affirmed this was permissible:
"The sea โ its water is pure and its dead (fish) are lawful." โ (Abu Dawud 83)
This is the foundation of Islamic fishing law: broad permission, with the sea's provision considered among the most accessible of halal foods.
Why Some Confusion Exists
A few things create uncertainty around fishing for Muslims:
The Sabbath story: The Quran tells the story of people who were specifically tested about fishing on their Sabbath (Surah Al-Baqarah, 2:65-66). Some mistakenly read this as a general warning about fishing on certain days for Muslims โ it was not. It was a specific test for a specific people at a specific time, not a precedent for Muslims.
Ihram restrictions: During Hajj or Umrah, hunting land animals is prohibited. Some people assume this applies to fish too โ it does not. The Quran distinguishes between sayd al-bahr (sea game, permitted) and sayd al-barr (land game, restricted during Ihram).
Certain fish species: Hanafi scholars have a stricter position and restrict permissibility to fish that have scales, excluding some sea creatures. The majority of other madhabs permit all sea creatures. This is a real scholarly difference worth knowing if you follow the Hanafi school specifically.
Practical Conditions for Halal Fishing
While fishing itself is broadly permitted, certain practices within fishing are not:
Fish for What You Will Use
The Prophet ๏ทบ forbade killing animals without purpose or benefit. Catching fish only to discard them โ wasteful fishing โ runs against the Islamic principle of not wasting Allah's provisions. The Quran describes wasting provisions as the behavior of those who are ungrateful.
Minimize Unnecessary Suffering
The Prophet prohibited the mistreatment of animals even in the context of halal slaughter โ he commanded that the knife be sharpened and the animal not suffer unnecessarily. The same principle extends to fishing. Methods that cause prolonged suffering when faster, cleaner methods are available are disliked.
Avoid Commercial Methods That Devastate Ecosystems
Principles of maslaha (public benefit/welfare) and prohibition of fasad (corruption/destruction) mean that fishing methods that destroy marine ecosystems, deplete fish populations, or cause massive environmental harm are contrary to Islamic stewardship principles โ even if the catch itself is halal.

Do Not Let Fishing Replace Obligations
If fishing is your hobby, the nafs can make it consume time at the expense of salah, family, or other obligations. A halal activity done at the expense of obligations becomes a problem โ not because fishing is haram, but because the priorities are disordered.
Dua Before Eating Fish
When you eat any seafood, say:
ุจูุณูู ู ุงูููููู
Bismillah
"In the name of Allah." โ (Before every meal, Sahih al-Bukhari 5376)
And after:
ุงููุญูู ูุฏู ููููููู ุงูููุฐูู ุฃูุทูุนูู ูููุง ููุณูููุงููุง ููุฌูุนูููููุง ู ูุณูููู ูููู
Alhamdulillahil-ladhi at'amana wa saqana wa ja'alana muslimin
"Praise be to Allah who fed us, gave us drink, and made us Muslims." โ (Abu Dawud 3850)
Common Questions
Is sushi halal? What about raw fish?
Fish in its raw state is halal โ the method of preparation (raw vs. cooked) does not affect the Islamic ruling. The halal concern with sushi typically involves alcohol-based ingredients like mirin or sake in some recipes, or cross-contamination in non-halal restaurants. The fish itself is halal.
Are shellfish halal?
This depends on which legal school you follow. The Shafi'i, Maliki, and Hanbali schools generally permit all sea creatures including shellfish (shrimp, lobster, crab). The Hanafi school restricts sea food to fish with scales, making shellfish impermissible. Knowing which position you follow helps navigate this.
Is farmed fish halal?
Yes. The method of raising the fish โ farm-raised or wild-caught โ does not affect the Islamic ruling. Farmed fish die in water and are caught in the same way, so the same halal status applies. The exception would be if fish were fed explicitly haram materials in large quantities, but this is generally not a concern in commercial fish farming.
Can I fish on Friday before Jumu'ah?
Yes, as long as you stop in time to perform Jumu'ah prayer. Missing Friday prayer is a serious matter โ the Prophet said missing three consecutive Jumu'ah prayers without excuse results in a seal on the heart (At-Tirmidhi 500). No recreational activity justifies missing obligatory salah.
The Sea Is Among Allah's Clearest Gifts
Allah describes the sea's provisions as a ni'mah (blessing) and explicitly permitted them. Among all the foods in the world, seafood receives direct Quranic mention as lawful. Take it with gratitude, waste nothing, and treat the sea with the stewardship mindset that Islam demands of its keepers of earth.

"And it is He who subjected the sea so that you may eat from it fresh meat." โ (Surah An-Nahl, 16:14)

Frequently Asked Questions
Is fishing haram in Islam?
No. Fishing is halal. Allah explicitly permits the hunting of sea creatures in the Quran: 'Lawful to you is the game from the sea and its food as provision for you and the travelers' (Surah Al-Ma'idah, 5:96). Fish do not require Islamic slaughter (dhabihah) โ they are halal when caught alive or when they die from the water itself.
Do fish need to be slaughtered in an Islamic way (dhabihah)?
No. Fish and other sea creatures are exempt from the dhabihah requirement that applies to land animals. The Prophet ๏ทบ said: 'Two dead animals are made lawful for us: fish and locusts' (Sunan Ibn Majah 3218). Fish are halal regardless of how they died, as long as they were caught in the water.
Is fishing permissible during the state of Ihram?
Sea fishing is permissible during Ihram according to the majority of scholars, based on Surah Al-Ma'idah 5:96 which explicitly permits sea hunting. Hunting land animals during Ihram is prohibited (5:1-2), but fishing is specifically exempted. The difference is that land game hunting (sayd al-barr) is restricted during Ihram, while sea hunting (sayd al-bahr) is permitted.
Is fishing on Friday (Jumu'ah) haram?
Not haram, but there is some scholarly nuance. You must attend Jumu'ah prayer โ so fishing cannot be used as a reason to miss the obligatory prayer. The Quran prohibits the people of the Sabbath from a specific punishment for those who fished on their Sabbath, but this was a specific test for Bani Israel, not a general prohibition for Muslims on Fridays.
Is sport fishing haram if you throw the fish back?
Scholars differ. The concern is causing unnecessary suffering โ hooking a fish and releasing it involves pain. Some scholars prohibit catch-and-release because of this. Others permit it but recommend minimizing harm. The safest and most prophetically consistent approach is to only fish for what you intend to eat or use.
