Standard liquid foundation and concealer, when applied to the face, do not form a waterproof seal. Water passes through during washing. Your wudu is valid, and prayer with foundation on is permitted.

Exception: Heavy-coverage, waterproof or full-cover theatrical-style products that form a visible film may block water. If in doubt, touch the area after washing — if the skin still feels dry under the makeup, it may not have been reached.

Lipstick
